The National Onion Association (NOA) is working to advance the Securing Agriculture’s Workforce Act, legislation designed to improve the H-2A program and provide long-term stability for agricultural employers.

One of the most important aspects of this bill is that it would codify key H-2A reforms into federal law, helping prevent the program from being subject to significant changes with each new administration.
As this legislation moves through Congress, NOA is asking members to help recruit their state’s members of the U.S. House of Representatives to co-sponsor the bill.
Key provisions of the Securing Agriculture’s Workforce Act include:
- Expanding access to the H-2A program for agricultural employers
- Controlling and bringing greater predictability to H-2A labor costs
- Streamlining the program to reduce administrative burdens and paperwork requirements
A stable, reliable workforce remains one of the most significant challenges facing onion growers and shippers across the country. This legislation represents an opportunity to create meaningful, long-term improvements to the H-2A program.
